Is there any reason that Planar Servitor & Elemental Servitor could not be taken as 1st Level Rituals?

Hello All,

I have a Player who wants to play a Diabolic Pact Maker type Character, and would like to Build the Character around the Planar Servitor Ritual: https://2e.aonprd.com/Rituals.aspx?ID=120

The idea is to take a Summoner with a Tempter Demon Eidolon which would act as one of the Secondary Casters, and the Recipient of the Deal being made as the other Secondary Caster. The Recipient would gain the "benefits" of the Deal and Pay the Costs. (This is also a creative way to use the Religion Skill to earn income!)

The Player could also attempt usage of this Ritual, but then would Themselves take on the associated Costs & Risks. (They would need an additional Diplomacy Skill user to act as a Secondary Caster)

Planar Servitor appears to Scale upwards and downwards without issue, and the restrictions of the Ritual based on it's description feel like they would be OK to me. I add Elemental Servitor to the above question simply because it is nearly identical in usage & verbiage.

My Question then becomes: Is there a particular reason that this Ritual is a 5th Level Ritual? Am I missing something or is it's Level something Grandfathered from previous Editions where this was a Spell?

Thoughts?

I think it is a combination of balance and RP reasons.

For balance, a PC gaining access to a 2nd level servitor at level 1 is significantly unbalancing for the game. It's just too strong. Also most PCs won't have access to the funds necessary to get the servitor to agree. Also the math breaks when you are multiplying by 1 several times. Cost is 2 x ritual rank x creature's level. At level 1 that is 2 or 4 gp. At level 9 (rank 5 ritual) it is 90 gp.

For RP reasons, it doesn't make sense for a Deity to provide a planar servitor to some guy who barely knows how to swing a sword.

Also the ritual requires expert in religion which implies a certain level of proficiency and piety.

All of that makes good sense to me. What I think that I will do rather than mess with game mechanics is to allow the Eidolon to act as my "Mouthpiece" and to help the Player broker deals that way.

It's a lot squishier, but it prioritizes RP and Social Interaction. I will reward the Player with the Planar Servitor Ritual at 9th Level should they RP the Dealmaker bit consistently.

Thank You for your input.

If your mostly just using this for RP and earn income, then I would say it's fine. But leave the ability to use the ritual the intended way until later level. You can say they have a lesser version of the ritual that just lets them act as a mediator or middleman for the contact.
