I'm going through the crafting rules and there are a few differences in the remastered rules for reverse engineering a formula. Previously there was a sentence that said you must disassemble the item. That same sentence is missing from the text on reverse engineering in the remastered text.
Does this mean that reverse engineering could now be done without destroying the item? Specifically talking about a weapon with a rune Id like a formula for.

Yes. With the sentence gone, the rule has been changed.
My thinking on it as far as balance and reasoning: You can craft common items without having the formula at all - it just takes longer. It seems a bit strange to have to destroy an item to get a formula that you don't really need. So that requirement to destroy the item to get the formula was removed.

Do you gain the formula for an item once you've made it without a formula? Feels like you should but I don't see that in the rules.
I don't think so.
Thinking in terms of practical examples, you can assemble a complex wardrobe from ikea without the instructions, but if you don't put the effort and time to put down the "how" you did it on paper, a year down the line it wouldn't be easier to assemble a new one.
If you do spend said time though, and now you have a manual to follow, it'll always be faster as long as you follow it.

This hits so close to home, just yesterday I had to disassemble my office desk to move it elsewhere and reassemble it and even with trying to be mindful it still took me a while to put it all back together.
