My question is, do Androids get to use Nanite Surge before or after the D20 skill check? In other words, if the Crafting check is 17 and I roll a 15, can I use nanite surge after I see the 15 to pass that check?

I'm thinking that it doesn't work that way. Things that affect a check retroactively after you see the results generally say so explicitly.
Like Psychic's Amp of Guidance, or Guardian's Deflection.
If the ability doesn't say - and it just gives a bonus, then it probably has to be used before you see the results. Like Nimble Dodge.
