So, the heightened effect of this spell institutes a cooldown. Does that cooldown affect all castings? Even the 4th rank version?

For example..

A Hezrou is blocked in by a PC casting a wall of stone. It uses 5th rank Translocate to get to the other side of the wall. A PC then casts a wall of force that blocks it in to its new location.

Can the Hezrou use 4th rank Translocate to get to the other side? Or is it immune to all castings of Translocate?

The heightening rules are worded assuming heightening only provides benefits. But I don't see why we wouldn't also apply penalties imposed for heightened effects only to those heightened castings.

Each of these heightened entries states specifically which aspects of the spell change at the given rank. Read the heightened entry only for the spell rank you’re using or preparing; if its benefits are meant to include any of the effects of a lower-rank heightened entry, those benefits will be included in the entry.

So when casting a lower rank version of Translocate, you wouldn't need to read or apply any of that Heightened text. Including the temporary immunity.

All of the spell ranks that include the Heightened text would be affected by the temporary immunity though. So you couldn't use a 6th rank casting to bypass the cooldown from casting a 5th rank Translocate the previous round.
