Yes, that would work. If you have some verticality to a map, it is pretty insane. Under normal circumstances, though, I doubt it will actually be that much of a game changer. After all, you are most likely within Stride of most enemies distance no matter if you Leap 10, 15 or 30 feet. If your are only facing the 25 speed gang, then that is a different matter entirely.
Absolutely something you should keep one or two of in your back pocket for emergencies, though, even at levels where you can't afford to drink these like water.

The way I see it, you are spending at least one action on your first turn, if not two, to make one of your subsequent actions for the next two or three turns on average more potent, on a class with an extremely busy action economy already. It could certainly prove useful, particularly if you're using a gish vessel spell to get in melee range of enemies who are trying to move away from you (and triggering Embodiment of Battle's Reactive Strike in the process), but part of me feels its effectiveness would still be heavily mitigated under most circumstances.
