Starfinder is REALLY open about how people come about having their powers. You can join a monastery and train, pick up an alien artifact, get puberty superpowers like a mutant, learn from watching helpful skittermander instructors on NuTube, apprentice under an evil fallen Solarion... however you want it to happen is how it happened.

For some species, there is definitely a cultural element to how you become a solarian. For the kasatha, who were largely responsible for the class's spread in the Pact Worlds, training usually comes from monasteries, or from those who trained in such places. For the copaxi, it's probably seen as more of an inborn talent, which you can get formal training for or cultivate on your own.
And yes, there are definitely solarian outlaws. IIRC, one of the Skitter modules features a human pirate who is a solarian, though they don't go into her backstory beyond her reason for being there.

How about an astrazoan outlaw solarian with Solar Flare as their solar manifestation? For backstory, base the character off of just about any example from a Western film, James Bond, Jason Bourne, or even Han Solo from Star Wars (or whatever other inspiration suits your fancy).
You may want to put a couple points in Int and take Culture and Disguise as extra class skills with Skill Adept.
If at least 9th-10th level and you want to really lean into the concept, take the Extra Manifestation alternate class feature in a Lunar Weapon, invest in shiftskin I armor, and play "two" outlaw solarian identities...
