Does that mean if they have a high enough Charisma (15), they can just take the Improved Eldritch Heritage feat without needing to take Eldritch Heritage first?

A 3rd-level human with the racial trait, a charisma of 9, and Skill Focus: Perception can take the Eldritch Heritage (draconic) feat.
They can then take Improved Eldritch Heritage at 11th level - even if their charisma is still only 9 - but they have to have Eldritch Heritage first.
