Humans are made up of over 60% water. Similar humanoid races, such as dwarves and elves, are presumably similar in makeup. Other real terrestrial creatures can be up to 90% water. Ergo, mu aquakineticist can sap them all of their precious bodily fluids, correct?

Actually you can sometimes tell by the color of their hair or eyes.
