Abundant Step is a level 6 monk feat that gives a level 4 spell, meaning that (due to the minimal level of Focus spells being half your level, rounded up) you are not able to perform the feature you are given until the next level. I think the focus spell level is intended to be 3 to be usable the level you pick it up at.

Nothing says you can't cast higher rank spells, the rule just says that focus spells are automatically heightened.
Though I never noticed that the spell was 4th rank while the feat was level 6. The spell should probably be 3rd rank.
The rules regarding focus spells do actually have this line:
Focus spells are automatically heightened to half your level rounded up, just like cantrips are. You can’t cast a focus spell if its minimum level is greater than half your level rounded up, even if you somehow gain access to it.
The main question is, I am not sure if this is intentional, and, under the current rules of the game, Abundant Step is unusable until level 7.

My guess is that it's a typo, since a feat not working at the level you can acquire it makes no sense from either a balance or a design standpoint.
The question becomes whether the feat should be adjusted to 8th, or if the focus spell level should be adjusted to 3rd. Methinks the latter is the easiest fix, since all you are adjusting is a number, whereas the former requires reformatting on top of it, and may not be warranted if they still intended this feat to be available at 6th.
