What I'm talking about are conversions of Red Sonja/John Carter/Cadfiel/etc? … Or in my particular case, La Of Opar.

In PF2 NPCs are not built using PC rules. You just create whatever stats you need to tell the story you're trying to tell.

I have a copy of the Gamemastery Guide. I am just trying to get a better handle on these rules.

I always thought trying to convert characters within the bounds of the mechanics of the system was mostly a fools errand.

In PF2 though, you primarily builds NPCs based on their CR and role (to choose numbers) and then give them some special abilities based on thematics of the character. NPCs are supposed to have as many "special abilities" as PCs because a GM needs to run lots of different characters whereas a player only has once PC to run.
