What exactly can the summoner have his summoned
Creatures with an intelligence of 2 do besides fight?
Can the summoner have his summons walk in front of him
clearing the way for traps?
Can the summoner have his summons scout a dungeon hall way
and come back if they encounter something? And to return?
These are just two very basic questions and tasks that seem like
no rolls would be necessary.
What about tasking a dolphin to grab a rope and tow the boat?
Or a bird or eagle to grab an item or carry a rope end from A to b?

Handle animal checks. You are "pushing" a friendly, but wild, animal.
This is one of the nice things about the herald caller cleric. They can freely communicate with their summons.
As for other summoners, yes that’s a limitation of the low intelligence summons. But as early as summon monster 2, you can summon the elementals and take their languages to get much more intricate helpers.
