I'm not seeing an issue, play a fighter, pay the feat tax and then use it just like you would any other 2-handed melee weapon, you just get a grapple check when you score a crit.
I remaked a harpoon NPC once.
The core of the build was Hamatula strike and improved grapple.
He used a Conductive Harpoon to debuff or damage futher with his supernatural abilities.
