Yes, it's a Hex Cantrip. You don't have to prepare it, you can cast it always as a Curse Witch.

All focus spells are available independently of spell slots or cantrip slots that the character may also have.
So Evil Eye does not take up a cantrip slot, and Needle of Vengeance does not take up a 1st level spell slot.
