The way that it is literally written - you need to be character level 14, but that doesn't change the level of the feat.
So yes, you can use Advanced Thaumaturgy at level 16 and level 18 to pick up Elaborate Talisman Esoterica twice.
Not sure that this is intended. It feels like this was a space saving mechanic. Only print the feat once instead of printing a level 8 feat and a level 14 feat that have the exact same contents.
But while the bug is still there, I would let you use it.

I stumbled upon this when building a FA dual wielding Gunslinger with Thaum Dedication (wanted the reload feat and talismans are good value for gun wielders with the free reload on failure or converting damage to elemental damage).
It definitely does not break anything, but it also seems unintended.

I feel like the talisman tree gets less powerful as you go up levels anyway. I mean, by the time you get to level 18, you're cashing in a level 18 feat for two extra level 9 talismans per day. At absolute max, that's saving you 300gp per day. Level 18 WBL is 45,000.
I feel like it was supposed to be some sort of "talisman of your level", or maybe even "talisman of level-2", but it's not, and that "half" is just punishing.

In retrospective it should have probably scaled more like Alchemical Items you get with Alchemist dedication, 5 levels behind your max.
