can a neutral 5th lvl wiz use summon monster spell to summon a celestial eagle or can he only summon neutral creatures ????
Summon monster I wrote:
Creatures on Table 10–1 marked with an “*” are summoned with the celestial template, if you are good, and the fiendish template, if you are evil. If you are neutral, you may choose which template to apply to the creature.

so a wiz doesn't hav to change his alignment just to summon a celestial creature ?
No. Though casting a good spell is a good action and casting an evil spell is an evil action. If you cast just good spells all the time, your GM might decide your alignment shifts towards good. The same if you just summon devils all the time you might shift towards evil.

so does the superior summoning feat work with the summoners summon monster ability SLA???
You have to understand that a lot of this is based on similar examples we have.
So, look at the wording of Augment and superior.
Augment wrote:
Benefit: Each creature you conjure with any summon spell gains a +4 enhancement bonus to Strength and Constitution for the duration of the spell that summoned it.
Superior wrote:
Benefit: Each time you cast a summoning spell that conjures more than one creature, add one to the total number of creatures summoned.
So, based on the FAQ, we assume that any ability that effects summoning spells also effects the summoning SLA
