Does caster know about result of SU / spells without visible effects?

Hi all.
Need an advice in next moment...
Situation:
1) Witch try cast hex (SU) Evil eye on target. This hex is "creep into the mind of a foe within 30 feet that witch can see" (so I unterstand that it is something like mind-effect - haven't visible effects).
Does witch understand about result of hex (succesful it was or not) automatically or GM describe result "chainmail that wear goblin lost some rings (so tell that AC is taking penalty)"?

2) Bard try cast spell Negative Reaction on another NPC before they will lie to guard. The target of this spell takes a –10 penalty on any Bluff check.
Does bard understand about result of spell (succesful it was or not) automatically or GM describe result "another NPC try lie to guard about who steal many gold from mearket, but he is stammer and his words is no good as yours (so tell that Bluff check of another NPC is taking penalty)"?

If you cast a targeted spell you know if it worked or failed.

Spell-like abilities work the same way.

There is no such text for Supernatural abilities.

Evil eye has no visible effect (no, the goblin chain mail will not lose rings, the chain mail isn't affected at all, it is the goblin that feels doubt and is hindered in his attempt to avoid the attack).

In the appropriate conditions, you could use some skill to see if the spell worked (Sense motive, as an example), but if an ability hasn't a visible effect, it hasn't a visible effect.


1) there's this nebulous thing called "Spellcasting Manifestations" that alerts everyone in the area that spellcasting is going on. Its function is to prevent spellcasters from running amuck amidst the mundane yokels. It is done for Game Balance. In a backwards way see Conceal Spell Feat {covers spells & SLAs}. Also the Spellcraft FAQ {covers spells, SLAs, psychic powers "and the like"}

2) generally if there's a save involved, the target knows something happened.
