Brainchild. It's like an urban legend of a killer that becomes real due to mass belief in them. Think Bloody Mary or Candyman types of stories. It's from Bestiary 3 (p. 38).
To my knowledge there's no way for an individual to create or control them. They seem to be phenomena that are brought into existence and shaped collectively by a large population.

Well, didn't we discuss this already then? There really aren't rules for having the PCs create an arbitrary monster. There are the summoning spells that create them temporarily as a minion. There are a couple of rituals that can create something. But generally, the PCs don't create armies of random monsters to do their fighting for them.
