A witch's familiar can deliver touch spell on behalf of the witch. This is generally a bad idea for any offensive spell, since you really don't want a dead familiar.
Say the witch has an improved familiar that can use wands. Is there any reason the familiar couldn't use a wand of spectral hand to deliver those from a safer distance?

If the familiar can use the wand it could still only spectral hand spells that it itself cast.
Spectral hand let one deliver via it spells up to 4th level that he cast. Deliver spells ability only make the familiar the deliverer of spells it's master cast.
Also since normaly one's spell discharge if he cast another, even when held by a familiar, there is only benefit for the familiar to deliver the spell via spectral hand if it could on the first round of combat if it was held.
Any other time the caster might as well cast the spectral hand himself.
- remmember the familiar must be touching the caster to get the charge to deliver, so no sending it over stealthly and casting the spell from far away.

Let's look at the witch's familiar:
"If a witch is 3rd level or higher, her familiar can deliver touch spells or hexes for her."
And then at spectral hand:
"For as long as the spell lasts, any touch range spell of 4th level or lower that you cast can be delivered by the spectral hand."
You're saying that the fact that the familiar "can deliver touch spells" is different from spectral hand's "that you cast" description. That seems like a reasonable read.

it become clearer if you go to the source. the witch familiar can deliver both hex and spell. but the spell delivering is based on the normal wizard familiar which reads:
"
Deliver Touch Spells (Su): If the master is 3rd level or higher, a familiar can deliver touch spells for him. If the master and the familiar are in contact at the time the master casts a touch spell, he can designate his familiar as the “toucher.” The familiar can then deliver the touch spell just as the master would. As usual, if the master casts another spell before the touch is delivered, the touch spell dissipates. "
the one casting the spell is the master the familiar only deliver it. now in the spectral hand case it clearly say that it deliver spells the caster cast. not spells he deliver which is only the last bit of getting the spell to the target.
