No. Construct modification would allow you to add that property to a crafted weapon that is part of the golem, not to a natural attack:
Weapon Modification: This modification enhances a construct’s physical weaponry. This process includes adding actual weapons (such as blades or spiked chains) to the physical structure of the construct or enhancing existing weapons with additional magical properties.

my GM allowed my monk to have it added to his amulet of mighty fists.
the same kind of amulet should work just as well for constructs (or animal companions etc) if GM allows it. (and i see no reason not to as it's in the melee weapon's quality list set at as a +2 upgrade.)
of course normal crafters can't make it since it has this under construction :

Alternatively, this amulet can grant melee weapon special abilities, so long as they can be applied to unarmed attacks. See Table: Melee Weapon Special Abilities for a list of abilities.
As weapon ability appears in an AP it doesn't appear in the tables. Still, the description specifies multiple times that the ability can be applied to a weapon and never say it can be applied to unarmed attacks.
Considering the background of the ability, I would limit it to actual weapons, and I think that is RAW.
Obviously, a GM can rule as s/he prefers.

only it DOES appear in the table. at least in the archive of nethys's table which is an official paizo acknowledged site. (it's where i found the link above).
you will notice that the amulet say ".. this amulet can grant melee weapon special abilities...See Table: Melee Weapon Special Abilities for a list of abilities" not 'for THE list of abilities'. it mean that the listed abilities in the core book is not the sole list available and it doesn't limit abilities from other weapon abilities lists from other source books (any more then, for example, the core book's rogue talent list limit a rogue from taking a talent from a different source book list).

or are you saying back in old Thassilon they never had monks or such that used unarmed attacks in the high ranking members of the runeloards personal?
also can't seem to see how that so called background is any different then say a flaming\frost etc weapon ability that CAN be used with an amulet.
both abilities use the term weapons in a way that seem to indicate forged weapons (such as to talk about it having a wielder etc). and i don't think any1 would argue against having a flaming amulet of mighty fists?
remember that even if it call it an 'empathic weapon', in pathfinder the so called 'intelligent weapons' of old DND are not limited to a weapon form any more. you can find intelligent amulets, crowns and even wands. so an 'empathic rune forged amulet of mighty fists' is not any different.
