How does "Starsong's Fortune" work?

As title. I did not participate in the Playtest. How does this Boon work?

You cash it in to immediately gain 1 hero point.
The hero point functions as normal hero points.

I suspected that is how the boon works.

The question is should the GM allow the boon to be purchased and used in a game that is currently in progress?

The language about Slotting Boons at the beginning of the Adventure no longer seems to exist in the Guide.

It might be assumed that you always have all Boons Slotted, and in the case of multiple Ally/Advanced/Promotional Boons, you simply pick which one you want to use for the Adventure when it comes time to use it.

If the player can show you they are purchasing online it without unduly disrupting the game, it seems reasonable.
