But what if the developers intended you to be latching one with your bite? In that case, having your hands occupied wouldn't really matter.
I think it's unclear. It says you can grapple, and so it could be argued that you can.

With your bite that you can't even use on targets that you don't already have grabbed or restrained? You could make an argument here, but not one that holds up. Not with general rules pointing against that intent, and nothing specific pointing toward it.
