Polymorph - someone else?

It seems like all the "change a creature into another creature" magic only targets self.

Are there polymorph effects that target others?

I can think of Baleful Polymorph

If you specifically meant "battleforms", I think there are none.

thank you, yeah... I kinda want to turn a bunch of hapless NPCs into monsters and force my players to chose between killing the monsters and saving the polymorphed NPC.

If you're the GM, why would you be limited to only published spells? You can create other spells or rituals as needed, which your PCs may or may not ever get access to, depending on exactly what they are, and what casts them.

There is the spell moon frenzy. It's not exactly what you're looking for, but it's probably the closest thing. Give up to 5 creatures werewolf like creatures, like claws and fangs, increased movespeed, temporary HP, silver weakness, and if a full moon can potentially grow in size.
