Does Spell Perfection double the bonus of these two abilities
Pick one spell which you have the ability to cast. Whenever you cast that spell you may apply any one metamagic feat you have to that spell without affecting its level or casting time, as long as the total modified level of the spell does not use a spell slot above 9th level. In addition, if you have other feats which allow you to apply a set numerical bonus to any aspect of this spell (such as Spell Focus, Spell Penetration, Weapon Focus [ray], and so on), double the bonus granted by that feat when applied to this spell.
1) School Power via Eldritch Heritage
At 15th level, pick one school of magic. The DC for any spells you cast from that school increases by +2. This bonus stacks with the bonus granted by Spell Focus.
2) Overpowering Mind via Extra Amplification
The psychic can spend 2 points from her phrenic pool to increase the Will save DC of the linked spell by 1. At 8th level, she can choose to instead spend 4 points to increase the DC by 2. At 15th level, she can choose to instead spend 6 points to increase the DC by 3. This amplification can be linked only to spells that have the mind-affecting descriptor and require a Will saving throw.

Spell Perfection only affects Feats that have "static" or "unchanging" numerical bonuses (such as +1CL Varisian Tattoo, +2CL Spell Specialization, +1DC Spell Focus, +2 Spell Penetration, +1 to hit Weapon Focus (Rays), etc.), and it does not affect class abilities, only feats.
Spell Perfection
You are unequaled at the casting of one particular spell.
Prerequisites: Spellcraft 15 ranks, at least three metamagic feats.

School Power is a class ability from Arcane Bloodline, so it doesn't qualify (even though you gained it with Eldritch Heritage). Overpowering Mind gives you the ability to change the DC on the fly, so Spell Perfection would affect neither of these.
