So over 6 months ago, I asked for help with implementing an idea.
A dog whose owner died. The dog doesn’t know this, and waits patiently for his master, always going every day to greet him outside where he worked, only for the master to never show. One day, the master shows up, but it is really a Tulpa that the dog created of his master.
Well someone suggested that the master is now a Duskwalker that got reborn as the dog’s Tulpa, and that the dog gets remade as an Eidolon of the Duskwalker, meaning that they will be around forever to keep each other company.
I wanted some help coming up with a good way to implement this idea. PCs are assumed to be Good or Neutral.
Also, I’m probably going to be the GM, as I fully doubt anyone would let me play a technically unkillable Tulpa, since my creator would be my unkillable Eidolon.

I forgot to say all the things I need help with.
The big things I need help with:
How exactly did this happen?
Is there a preexisting deity that would do something like this?
What fate should they have to fulfill with their new powers?
How can I properly implement them into a campaign, since they are technically unkillable? (The Tulpa returns to the creator’s mind if killed, which is the Eidolon, until he can remanifest, and the Eidolon returns to the plane he was summoned from if killed, until he can be resummoned.)
And finally, would you allow such a character to be played by a player, if you came to an agreement that they wouldn’t try to abuse this? (Also probably making them 2 levels lower due to Tulpa being a CR +2 template.)
Any help would be appreciated for this.

Hmm. How close do you want to stick to the actual rules as written to pull this off? I'm not familiar with anything that wont require at least some tweaking on the GM (your) end to fully engage this idea but I do have a suggestion.
Instead of making the character a Summoner, make them a Totem Spiritualist and borrow the Many Lives ability from the Reincarnated Druid archetype. You can nerf the Phantom Animal a bit to fit in the auto-reincarnation ability. Specifically, do not allow them multiple Phantom Animals.
I'd change it up a bit to require the character to wait until the next day before they can restore themselves to their original body (and have to deal with the two temporary negative levels that reincarnate gives them) during their spell preparation.
Essentially, if the character dies, instead of the Phantom Animal just poofing off, they find themselves in the body of the animal. If the Animal dies, it disappears like normal. If they die when the animal is away, they reincarnate a day later as normal.
I think that has enough built in penalties and balances to not make the character immortal and unkillable, but gives you the flavor and mechanics to make it work.
