If no, that things is horribly overpowered. You get an envoys spell gem use ability for 2,500 credits.
If yes, it doesn't really do anything as you can get cheaper level 4 weapons with a spell thrower fusion on them.

It does seem like it should have higher level versions if it's limited to item level 4. Especially since it's basically a spell throwing fusion minus the weapon...
I think the idea is that you aren't wielding anything with that hand? So you can have a couple of spell gems ready without changing weapons to weaker ones with spell gems.

Given the wording in the Spellthrower Fusion, the Eldricarnum would have to ignore it's own item level, or else it wouldn't be able to load even a 1st Level Spell Gem:

As you can see, the fusion allows the loading of a spell gem with an item level equal to ONE QUARTER that of the weapon it is being installed in, and a first level spell gem has an item level of 2.
