Oddly I can't find posts about this, which isn't really an issue, but quite puzzling...
The Soldier's Style Close Quarter is almost exactly the same as the Whirling Swipe feat. It's even weirder considering you get the feat along with the style!
Looking at it with a friend, the only difference we could find is that CQ qualifies you for some possible Area feats with melee weapons.
Even if that were the important difference, why not just grant the feat and add this feature to it?
Clearly, this is not an oversight or a playtest remnant, because either the feat or the ability would have been removed...

First, Whirling Swipe allows you to use the reach of your weapon (so 10 feet for a Painglaive for example), while the CC-Fighting Style is always 5 feet.
Second, Whirlwind Swipe is a feat that every soldier can take, in case they want a melee AoE if needed. However, they are not supposed to use other feats in combination, while CC-soldiers can use Shot on the Run to Stride and melee-AoE in two actions.
It seems a bit bulky and yes, it seems to double, but it doesn't. I would have probably also preferred other solutions, but this is what we have.
