The target object is enhanced to function as a masterwork item.
In addition to any bonuses for the masterwork quality, the object gains other bonuses. Skill kits and other equipment add an additional +1 insight bonus for every 4 caster levels you possess to skill checks made with them that already receive a bonus from the skill kit. Armor and weapons gain temporary hit points equal to your caster level. If the object already has an enhancement bonus, this bonus increases by 1. If the object of the spell has hardness, that hardness increases by 5.
Can Rags to Riches increase the enhancement bonus of an object (such as a magical weapon) beyond 5? If not, what rule rules it out?

A magic weapon is enhanced to strike more truly and deliver more damage. Magic weapons have enhancement bonuses ranging from +1 to +5. They apply these bonuses to both attack and damage rolls when used in combat. All magic weapons are also masterwork weapons, but their masterwork bonuses on attack rolls do not stack with their enhancement bonuses on attack rolls.
The maximum enchantment bonus is capped at +5. The bolded is where it limits it to a maximum of +5. The chart goes higher to allow special abilities to be added to weapons, but the actual enchantment bonus is limited to +5.

DR/Epic: A type of damage reduction, DR/epic can be overcome only by a weapon with an enhancement bonus of +6 or greater (Pathfinder RPG Bestiary 299). Weapons with special abilities also count as epic for the purposes of overcoming damage reduction if the total bonus value of all of their abilities (including the enhancement bonus) is +6 or greater.

Based on this FAQ the answer is “probably, but it’s not explicit.”
If you are trying to read a general rule from that FAQ it seems to be saying that if the spell/ability doesn’t reference the +5 cap then you can exceed the cap with the spell/ability. It’s also possible to read the FAQ as “we’re answering for these two abilities, the GM should make a judgment call on all other abilities.”
The +10 total equivalent limit is a hard cap that cannot be exceeded.
