There is no real definitive answer because there are a lot of variables, so this is going to come down to a GM's call based on the terrain and variables present.
You could consider that rain = poor visibility, so that's x2 movement per square. You could also consider Muddy as difficult terrain so that's x2, but then overland movement rules like "Trackless" or "Road/Trail" come into effect depending on how long its been raining and how defined the trail is, so that also increases time, but its dependent upon the type of Terrain they're in as well.
Heavy rain/wind is going to affect Perception and Survival checks to follow poorly defined trails too, because its entirely possible to get lost or lose a trail with a bad Survival roll.
