I really like this feat. It could be a lot of fun. But from a narrative perspective, I think this should be a level 1 feat because it allows a character to start play with it active, and therefore not obvious to other players. This sort of pact can be an interesting surprise character twist, but not if it has to happen after several levels of play. The Illusory Disguise benefit could be held off until level 4 to satisfy any balance concerns.

I like this. I was a little concerned about the weakness of the feat, too- Illusory Disguise 1/day is a lot weaker than just scroll-casting it more flexibly, and it doesn't heighten. Getting it as a first level feat allows the flavor benefit in backstory, gives the mechanical perk when appropriate, and reduces the feat's opportunity cost.

Yeah. The ability to make a single, permanent change to your physical appearance is amazing from a narrative perspective… but it's the kind of thing that I'd expect as the added bonus for the narrative restriction of hospitality, and as a reason to take this feat over an equally powerful feat.
(And, yeah, it might need to be somewhat less powerful than Basic Casting Benefits, because this is a non-casting class and class feats don't generally give much casting outside of multiclassing.)
Anyway, gonna go focus on making some builds now, but this is a topic I have particular interest in, because fey pacts are stylish.
