By raw, I am not really sure about it.
But since it's a ranged attack with a range increment of 120 feet... I can only guess that STR is not meant to be added to that specific attack.
The only rule I could find is
Ranged damage roll = damage die of weapon + Strength modifier for thrown weapons + bonuses + penalties
Which means that by default any ranged attack doesn't benefit from STR.
Exceptions have to be pointed out, whether it's a trait ( propulsive ) or eventually description ( no idea here, but it's a possibility I guess )

"Activate [Single Action] Interact; Effect: You shoot one of the shield’s spines at a target. A fired spine uses the spikes’ statistics, but it is a martial ranged weapon with a range increment of 120 feet."
Pretty cut and dry that it's not a thrown weapon, so no Strength. No propulsive means no half-Strength, either.
Just as well, I don't even know how much damage these things even do; is it just a flat 6 damage?

It's a +1 striking shield spike, so 2d6 base damage. More if you enhance the fundamental runes on it.

Those are the damage the shield can absorb per spine, if the one who wield it performs a shield Block.
