Paralyzed vs Expeditious Inspection

First, Expeditious Inspection is allowed to use in Paralyzed(as determined by the GM in my work).

Expeditious Inspection is free action and can Recall Knowledge, Seek, or Sense Motive in that action.

Basically, your eyes are frozen along with the rest of your body, so you can only see a very limited area (basically where you happened to be looking when you became paralyzed), which makes seeking highly impractical.

So no, while you likely can use Expeditious Inspection to recall knowledge or maybe even sense motive while paralyzed, you can't use the seek option because it is specifically forbidden by the Paralyzed condition.
