Do players have access to Uncommon spells of their level from the CRB?
Seems like a pretty simple question that I can't find an answer to after searching for a few flipping hours in the USELESS - NAY MORE THAN USELESS Guide to organized play. (I think I read every html link, but who knows, it's a spider web of horror)
Also: we aren't using fame any more... and Reputation is replaced with ONLINE PP ... but then there are TIERS for boons? Do we get the boons on the TIER chart? Or do we have to buy them with PP?

Some Uncommon options have Access requirements listed (like Wayfinders: "member of the Pathfinder Society"), and some don't.
The PFS2 FAQ lists a few options you can unlock with Boons. Keep in mind, though, that the Core rules are not written with Society in mind. Some options may never be available.
Reputation Tiers, following the Core progression loosely, are "Ignored", "Liked", "Admired" and "Revered". You do need to accumulate a certain amount of Reputation with your Faction (or all Factions) to unlock certain Boons, but there was something similar to that in PFS1, so it's not a brand new concept. Some Boons you unlock for free when you reach a new Tier, and some you have to pay for.
Many people share your dislike of the current Guide format, including myself. There are some community-made alternatives. But Paizo's budget is basically nil for that sort of investment, so what we have right now is largely the effort of volunteers, who themselves don't have a large budget of time or resources.

The answer to your first question is answered in the very first section of Player Basics.
Access: Players can access uncommon or rare options via access points built into the campaign. If you satisfy the access condition specified in that option, then that option is common for you. Pathfinder Society characters are enrolled members of the Pathfinder Society organization in the world of Golarion, so they gain access to all options requiring membership in the Pathfinder Society.The Pathfinder Society Character Options Page contains further details on how to access uncommon and rare character options.
If the uncommon option has an access criterion, and you satisfy it, yes, you can use it. If an option you have gives you access to it, you can use it. If neither of those is true then you cannot use it.
I have added a statement clarifying where and how you can acquire Faction Boons to the Faction and Reputation page.

Thank you. Being able to Ctrl+F a single page is a huge quality of life improvement over the current Search feature.

It is something we have been working on for a while, and is still not where we want it. (New pages have to be added manually. :( ) But it is a start while we work on getting the full functionality sorted out.
