Party's main is Investigator and Inventor dual-class. Close your eyes for ancestries.
Party has Strix with Tiefling and ancestry paragon rule, starting ancestry feat is Shackleborn and Form of the Fiend(tail). Her background skill feat is Pickpocket. She's sure going to be rogue but doesn't know the choice for the racket.
Her level 0 status modifier is Str +0 or 1(if cha is 0), Dex +3, Con +1, Int +2, Wis +1, Cha +0 or 1(if str is 0).
What's the best and balanced choice for her racket and other members?

I don't have all that much experience in PF2e. But the general process still works. Instead of starting with "Which racket do I pick?" Start off with the questions section. "What is the primary/secondary thing I want this PC to do out of combat?" That will usually guide you to your PC choices pretty quickly.

The party's main character is an Investigator Inventor dual-class? A party doesn't have single main character unless there is only one player character.
'Party has Strix with Tiefling and ancestry paragon rule'. So every character in the group has to be a Strix Tiefling?
Unless 'Party' is the name of the character that you are building. That would make these sentences make more sense.
So, how many player characters does your group have in total? What are the important choices of the other characters that you are trying to build your character to work well with?
Then, what choices have you made for your own character already? It looks like you have decided on Ancestry of Strix with Tiefling Heritage. You have listed an ancestry feat (Form of the Fiend) and a skill feat (Pickpocket) from your background. It also looks like you are starting the campaign at level 0, so you don't have a class yet. But you have already decided to be a Rogue of some variety already. Is that correct?

For the Rogue, the Thief racket is pretty much the default as the others are kinda specialized: Basically, if you aren't specifically planning to use the benefits of one of the other rackets, be a Thief for the extra melee damage.
Looking at the stats provided, Ruffian and Scoundrel are not good choices do to the low strength and charisma scores, while Eldritch Trickster and Mastermind* are pretty focused in specific mechanics (Spellcasting and Recall Knowledge checks respectively) so only take them if you really want to use those mechanics.
*If you already have an Investigator, a Mastermind doesn't really add much to the party as they'll tend to overlap on knowledge skill coverage...

Ooh, I forgot to say I added Occult spellcaster to party. He(Occult spellcaster) is beat gamer, and has high base.
Okay, I'm rewinding...
- First, main is liaison styled dual-class.
- Next, I said Strix Tiefling appears too and she is confirmed to be thief, holding ancestry paragon.
- Third, here comes beat gamer and he is high based Human Aphorite.
Next is free archetype. She is Harrow-Led Harrow decker.

Oh, so you're trying a different boost for each character? That's interesting! I think Dual Class will probably be stronger than Free Archetype, which will be stronger than Ancestry Paragon, but I don't know how higher base stats will compare and it might not be an issue if the players aren't fussed about comparisons.
