Starting Characters at a Higher Level (some converting from 1E)

I have some characters that I'm converting from 1E. The characters are 10th level, I am building them from the ground up to closely resemble their current characters. I however have hit a stumbling block with the treasure that they are supposed to have around 10th level. The Table 10-10: Character Wealth does not look right to me. Are not 10th level characters supposed to have more that 6 items total? Or am I misreading the table and the items below them are cumulative? Very confused on this issue. Looking for some clarification on this issue. Thanks.

A 10th-level character can have more than 6 permanent items. Note that the table shows that a 10th-level character ALSO gets 350gp in addition to those 6 items, which can be used on a variety of other mundane and magical gear. Note though that the runes on you weapons and armor count as separate items.

Alternatively, you can use the lump sum value for ALL your treasure if your GM allows.

I've made characters with well over 10 magical items with little to no effort. Really, if they got much more, it would be a bit ridiculous.

Depends the level of those magic items.

Consider also that a character is supposed to have some downtime which can use to either retraining or to earn income ( as well as crafting something else ).

For example, talking about your lvl 19 character, as you already mentioned:

9th: 1, 8th: 2, 7th: 1, 6th: 2 + 350 gp

or

2,300 gp

those 350gp might be invested in some other magic item ( by lvl 11 you could invest into a general feat which rises the cap of your invested item by 2, from 10 to 12 ), and eventually the characters might have some extra cash because of downtime.

Before the adventure starts, give your players 1/2 months of downtime, for example.

Remember also that being able to choose the items comes at a cost.
If your players stick with the items you give to them is one option, or else they might choose the 2300gp option, which give them freedom but at a cost ( some golds ).

For example:

lvl 9- Hat of the magi (650gp)
lvl 8- Bracers of armor (450gp) + Shocking Rune (500gp)
lvl 7- lvl 3 wand (350g)
lvl 6- Ring of the Ram (220gp) + Ring of Energy Resistance (245gp)

+350gp

Total= 2765 ( vs 2300gp ). So, a tax around 15/20% of the total.
