As Paizo releases more information about Otari, we can consolidate it here in this thread.

Paizo blogs have an "Otari" tag when they include NPCs or other Otari information

Named NPCs include Lardus Longsaddle, Mayor Oseph Menhemes, Alymora Inkleholtz, Vandy Banderdash, Yanyismera of the Crooks Nook, Magiloy of the Crow's Casks, and Brelda Venkervale of the Rowdy Rockfish.

Named locations include the Crow's Cask, the Crooks Nook, Otari Fishery, Otari Garrison, Rowdy Rockfish, Dawnflower LIbrary, The Giant's Wheel, the Loading Flume, and Stone Ring Pond.

The Goods And Services section has details about Blades For Glades, Crow's Casks, Dawnflower Library Gallentine Deliveries, Odd Stories, Otari Market, Wrin's Wonders, Gauntlight Keep, Otari Graveyard, Otari Hinterlands, the ruins of the Thirsty Alpaca.

Suggestions for GMs:
Fighters might have trained with the Otari Guard and Captain Longsaddle
Clerics might know Vandy Banderdash at the Dawnflower Library
Rogues from Otari might know Yanyismera at Crooks Nook
Wizards might get to know Morlibint at the Odd Stories bookstore.

The free Abomination Vaults Player's Guide has substantially the same information about the town as the Beginner Box. The second adventure, Hands of the Devil, includes some information about other NPCs in the town as well (such as Mayor Menhemes's family and Carman Rajani).

Your best source, however, is the gazetteer in Ruins of Gauntlight. We made sure to seed just about everyone the heroes might need to know in there.
