You might have to link what you'e talking about.
The general rule is that Haste and Slow dispel and counterspell each other, so if it's based on Haste it probably dispels the Slow effect (meaning ghey'd cancel out and you'd be back to normal).
But I don't know the specific ability so I don't know if that apllies.

I think without negating the staggered condition or the slow spell somehow this ability isn't going to help. If you do read speed surge as overriding the action limit imposed by staggered then it'd be at half speed as per the slow spell.

The drake should be able to still swift action, and considering as the only move action a drake could ever take would be to stand up (which is unnecessary when you have a fly speed) or move, I'd call this a case of a specific granting of an extra move speed, meaning that while yes it would be halved, the drake can still surge through the slowing effect, to gain its move action back (but not use it in a full attack). That's my interpretation of the RAI of speed surge at least.
