Increasing Die Size [Core Rulebook pg. 279]
"When an effect calls on you to increase the size of your weapon damage dice, instead of using its normal weapon damage dice, use the next larger die, as listed below (so if you were using a d4, you’d use a d6, and so on). If you are already using a d12, the size is already at its maximum. You can’t increase your weapon damage die size more than once.
1d4 ➞ 1d6 ➞ 1d8 ➞ 1d10 ➞ 1d12"
looks like 1d4 is the minimum and 1d12 is the maximum of the list. Since 1 isn't on the list, it looks like you can't increase it.

Conversely, you'd double the dice with runes and critical hits. So the '1' is effectively 1d1.
Given that the rule effectively gives a +1 to your average, I'd be fine with going from 1d1 to 1d4. 1d2 isn't much of a boost, and while you're more than doubling the damage output ... is it really that gamebreaking?
