Can you spend a hero point after the GM has told you if you've failed a check? Or do you have to choose to spend it before the degree of success is determined?

Not much of a point in rerolling if you don't know whether you failed.

Well, it existed in PF1 and there were definitely points in doing so.
I actually found my answer; I just missed it because it was in a different set of forums. Mark said in a not-entirely-official-but-official-enough statement that the removal of the wording of "before you know the result" was intentional.

Either way should hopefully address the different mentalities we have out there.
