Does this feat count as 0 and -5 for your attacks or?
There's nothing special about MAP in that feat. The included strikes increment normally.

Yeah, generally Feat either improve action economy or improve MAP - in this case it is the former. You basically get three move actions and two attacks for the price of two attacks here, if you move between each attack.
This could be great on a Swashbuckler with Panache to improve his speed or a monk with a pair of sickles or something.
Feats give you what they say they give you. If there's no text in them that modifies MAP, then you default to the generic MAP rules.
