All right, I'm kinda dumb. I totally thought I had posted all the mono-colored elder dinosaurs on the blog, but I missed one. So before we round them out with Zacama, here's Ghalta, Primal Hunger!

Your creature is advertised in its lore as some kind of boss monster specifically loosed by the gods, and not some random high level minion creature, but has no defense against magic or flight which a boss monster would need. Permanent full party flight comes around level 16.
Tool-using humanoids and random fodder don't need it. They can use ranged weapons and mgic items, or they're supposed to be easy.
Also, this just a stylistic thing and not busted mechanics, but these level of monsters generally have more abilites in PF2. I would cite the crimson worm (https://2e.aonprd.com/Monsters.aspx?ID=75) as an example of a high level easy trash mob, and Xotani (https://2e.aonprd.com/Monsters.aspx?ID=491) as a boss. In Golarion lore, Xotani actually has a deific connection with the Spawn of Rovagug special rules. With the abilities as printed, adjusted for level, I would put this kind of creature at a lower CR.

It has SR as its defense against magic and there are a handful of creatures of CR 18 that don't have ranged capabilities. Making a monster off of a card is a delicate line between making it functional and keeping it true to the source. I ended up leaning more towards the latter.
