That reads to me that you gain 2 spell slots of 1st level. When you get 4th level spells those same 2 slots now can cast 2nd level spells, later on they can cast 3rd level spells and etc.

Basically, it's not 2 slots of 1st level, and 2 slots of 2nd level, and 2 slots of 3rd level, and etc
But they will always be just 2 extra spells of varying levels.

From the way it's written, the extra slots for the limited spell list step in much the same way the regular slots do, increasing in level rather than adding new spell slots of the new level


Yes, those are two slots of the two levels bellow the highest you can cast, up to 4th level. Basically freeing you 2 slots for buff spells.
