This is really conufsing me
so you cast a spell which takes either 1 or 2 actions, I get that.
then you imbue it in an arrow which you shoot, that still makes sense
after that I am not understanding the spell
first it says, the attack roll determins the effect of both the spell and the strike, but immidietly afterwards it says it counts both of those as 2 diffrent attacks, so they get diffrent penalties? and which attack gets which penalty
and the last part "you don'T apply the penalty until after you completed both attack", so I only apply the penalty after I already hit or miss?
I think I am completly missing an obvious point and need some help to understand that
So like for example what is the math behind using Eldritch shot with an Ray of Frost?

You forgo the spell attack roll and instead make just 1 normal attack roll.
On a hit/crit, you also apply the spell effect.
If you miss, the spell is also wasted.
Finally, it counts as 2 attacks in case you are quickened for some reason, and because so able to use a 4th action, eventually to perform a strike.
A little example:
1) ranger with wizard dedication
2) the character attempt an eldritch shot, using shocking grasp lvl 1.
3) the player rolls for a ranged attack
Then there will be 3 possible outcome
A) the strike hits, and the character applies both weapon damage and spell damage
B) the strike crits, and the character applies a critical hit on both attack and spell.
C) the strike misses, and also the spell is wasted.
...
If after the Eldritch strike, regardless the outcome, you have an extra action to attack, you'll take -10 map on that attack ( modified by perks and feats, like flurry ).

the part which confused you is pretty standard language in a lot of activities that have multiple attacks, like Improved Knockdown.
basically you use your current MAP for the attack, but it counts as 2 attacks, so if you somehow make another attack after that it'll be at -10.
For the example you asked for Ray of frost:
You cast ray of frost but you dont roll the spell attack. Then you make your Strike (using your current MAP) and if it hits you apply both effects for the Strike and the ray of frost. If it misses, both the Strike and the Ray miss. If it crits, both crit.
If you were Hasted (as an example), you could use your Quick action from Haste to make another Strike with your bow, but that would be now at -10.
If you were Hasted (as an example) you could start the round with a normal Strike (at full MAP), then use Eldritch shot with Ray, but the Strike from that would be at -5, and again, a hit would be for both the Strike and the Ray, and a miss would be for both of them as well.
