My understanding is only the higher resistance counts, but its complex.
There is no requirement for you to take the same resistance type for every case. That only applies to draconic sorcerers.So a kobold with fire resistance from their ancestry, could get cold resistance from draconic barbarian, and electrical resistance from the dragon disciple.

I was mostly just wanting a way to give my kobold dragon wings :/

My current character concept is an aasimar kobold, and I'm picking up the aasimar wings. Since his forebear was a angelic silver dragon, his wings look like dragon wings.
