A "wand of (uncommon spell)" is a separate item from the spell with the same rarity as the spell, i.e. uncommon.
In order to buy an uncommon item you need to have access to it.
There is no rule I can see either in the guide or in the CRB that automatically grants access to these "related items" when you gain access to a spell.
So no, the rules as they currently stand do not support that.

Yea, a wand is different that having access to the spell. I don't think buying a wand of a uncommon spell is allowed.
This being said, there is nothing preventing a character with the right skills (feats) from making a wand of an uncommon spell. Those rules are clearly defined and clearly Society legal.

Yes, unlike scrolls, I think its clear that its a single formula for a non-specialty wand that can be contain a spell of choice, so you wouldn't need a 'formula of wand of some uncommon spell name'. So you have access to the generic wand formula (its common), and you can provide the casting of the uncommon spell if you know it.
