So homebrew for 5e made by Sara Thompson a freelance writer who has done work for Starfindder and other ttrpg. I was wondering how something similar how it could be implemented in Pathfinder 2e as I love the concept and I'm not an experienced homebrewer. The link to the 5e homebrew below.

This is a really cool idea!
Perhaps it is created using a ritual? Sortof like an animated object. Takes a manipulate action to command the animated object to move (joystick, or operating the wheel), or else a verbal action to command it to move for characters that won't have a free hand.
Or you could go the steampunk route and have to keep it watered and fed with coal, that's pretty gnarly, though it probably wouldn't fit as many campaign themes.
The game already supports riding of animal companions if a living "wheelchair" is of interest. Doesn't even have to be an animal companion, could be a riding horse, pony, riding dog, etc.

Machinery is hard, thematically, and to craft in game mechanics. It's probably easier to get a smart (magic?) horse.
Then again, I can see an emperor with a levitatng crystal throne.
edit: My big WTF is that a D&D wheelchair needs justification as to why it exists, then again, inclusivity issues are part of why I don't play D&D anymore :-) Though I have seen big positive shifts in WOTC's leadership of the community in the last few months, so perhaps things are changing (to match Golarion).
edit: Traps appear to be a notable exception to the rules on prohibiting complex machinery, but I still don't see why they can't build bicycles or steam engines.

I would treat the standard wheelchair in PF2 as a medium or small-size vehicle. If attackers are attempting to attack the wheelchair, they should use the PC's AC and Fort. I'm not sure how much the wheelchair should cost. In PF1, it is listed as 20 gp. But you should reduce this price to allow PCs at level 1 easy access to it and make it cheap enough to be replaceable if destroyed. But hopefully this will help you out.
PCs could select a background feat that grants them the athletics or driving lore skill, and weapon proficiency trained in wheelchairs.

The combat wheelchair should have magically propulsion (due to the beacon stones) and eventually you could upgrade to self propulsion. The combat wheelchair also comes with a large number of upgrades.
I would also ignore some vehicle rules, such as vehicle heading.
