Just for fun, what is the most number of things you can do on a round?
Stumbling Feint for instance, would be 3 actions (Feint + Strike + Strike )
Minion for 2
Elf step 2 (step + step)
stand still (1 reaction)
=8 things.
Assumptions: Level 20. You can also be in any state you want, like having 2 HP for orc ferocity.
It has to be a legal build, but not a good one. Sorcerer fire balling herself with 8 cha is fine.
There are unlimited* enemies that will do whatever you want, like provoke an attacks, be large/small miss/hit/crit you, be missed/hit/crit, cast a fort save spell, stand right next to eaachother, (but not friendly stuff like cast haste on you).
No doubling the reactions count once. (i.e. can't have enemy 1 provoke, take your turn, then have enemy 2 provoke)
*Except Boundless Reprisal, which is limited to 2 attacks.
No purchased consumables (alchemist free stuff is fine).

Surprise: Just what you can do this round.
Imminent: You get 1 round to summon your minions/haste/etc..
Ambush: You get all the time you need to line up some snares and glyph's of warding. Though not enough for another days rest.

so... apart from a cheese like using 3 Reason rapidly in a round plus a quickened and a reaction for something like 17 actions, 16 of which are Recall knowledges ^^
an Investigator Ranger could in a 1 round:
Devise a stratagem+Recall (2 actions)
Hunt the target with monster warden+additional recollection for another 3 actions (1 more recall on the target and 1 recall on a different target)
Twin takedown for 2 strikes so 2 more actions
use his level 20 quickened recall on a 3rd target (1 more action)
have a familiar with indipendent for 1 more action (human/half elf level 9 witch dedication)
and use his reaction on somethng for 1 more action.
so in total around 10 actions without any preparation aside having his bow out.

defining a "strike" as an action, a ranger with impossible volley can have 17 actions without prep and 18 with 1 round of prep:
12 strikes with impossible volley (3 actions)
3 from hunt+recall+recall (free action)
1 from animal companion
1 from a reaction
---
1 from haste from halfelf with 1 round of prep.
