Enthralling Allure seems useless

The Dhampir feat Enthralling Allure seems completely useless with incapacitation rules as it gives you a once a day level 1 charm spell at level 5. Am i missing something?

Nope. It's a problem.

There are actually a few Feats like that in the APG that grant non-scaling spells that are basically useless without scaling. I hope they get errata'd to be useful, but until then I advise just not taking them.

It's not great, but you can still hope for a crit fail (upgraded to a fail) on much weaker opponents or on the average shopkeeper once you're high level. It's something.

It's not meant for combat.

It's meant for your to be able to charm a random schmuck into letting you drink their blood (outside of combat). It's a classic vampire type ability.

Would be nice if it eventually worked on creatures of higher than level 2.

I mean, even against higher level opponents you can fish for a crit fail which turns into a fail. Then you still have a non-hostile, friendly creature instead of a straight enemy.

I think i might just make it scaling like focus spells because that is an abysmal feat for 5th level.

For charm specifically, I think it's intended to be used on low-level creatures in social situations. Charm is one of the few incapacitation spells I'd be comfortable keeping in a low slot.

I do think some scaling ancestry spells would be good though. Like we have a non-scaling summon spell from a human feat that isn't particularly useful.
