We are switching from Pathfinder 1A to Pathfinder 2E and I would like to make a goblin bard For the new campaign Extinction curse the one where you take over and entertainment troupe. My idea for him is for him to be the biggest best liar to the point where he believes his own Lies he thinks he's the best musical Bard ever so he does have to have some ranks and skills with lute but his lute is semi-broken he's full of himself he thinks all people wanna be with him but he only loves himself and I went to had AM saying annoying and stupid goblin songs. But I would like and do more focus on casting spells deception and some sneaky bits and definitely a con artist.he is going to be either chaotic neutral or good. And I'm trying to come up if a dignified wacky long name like "sir cedri von gabi the 3rd esquire"

If you have an Android smart phone I highly recommend the Pathbuilder 2E app. It helps you throw together characters like that in under 10 minutes. Sadly, it is not available on Apple products.
For your lies, max out your Charisma to 18 and train in the Deception skill. For performing goblin songs on your broken lute, I recommend you train in the Perform skill and take the Goblin Song ancestry feat.
To represent you gullibility, you may want to consider tanking your Wisdom, but check with your party and GM first before doing that. If they don't care for self-imposed handicaps, you can just roleplay most of the idiosyncrasies you describe with an 8 Wisdom.
Broken objects can't be used for their intended purpose in Pathfinder 2E, so to represent your semibroken lute, I'd recommend picking up the Junk Tinker acestry feat and training in the Craft skill so that you can craft a cheap, but functional, lute out of junk and scrap.
The Entertainer background sounds like it might be a good fit as well. If you ever want him to actually become famous, then you may want to take some of the Celebrity archetype feats from the Advanced Player's Guide.

Pretty much what Ravingdork said, plus get some training in Stealth for sneaking. Probably go with the Maestro Muse for your Bard. There's also Very Sneaky as a Level 1 ancestry feat you can pick up to Sneak better, 'though I'd put that at a lower priority over the 2 ancestry feats mentioned before.
If you wanna lean in hard on the Con Man bit, the Dandy archetype is all about getting into social situations you have no right to be in, and crashing parties. Take a look at that on Thursday and see if it's up your alley!

I would suggest loads of caution with this type of character.
There is going to be 3-6 other people sitting around the table, they may find this character annoying. Beyond because Dhaliadraws is playing this character why would they want to be around the goblin?
It's Extinction Curse, so it's established the circus troupe formed after several members escaped from an abusive relationship with another circus. This character could have been a part of the survivors, and they bonded with the group over the shared experience.
Goblins are also not 100% accepted in society at large, and a common trope for circuses is that it's a place where a lot of those who do not fit in anywhere else will come together and form a sort of family. They could play into that, if possible.
A lot of people who are obnoxious and egocentric are often just wanting attention to gain some form of external value for themselves. It could all be a front for a small, heart-broken goblin who does their best "fake it until they make it", so to speak.
Lastly, they are playing a legit bard. Like it or not, they're magically gifted, and could prove their worth in battle, prompting the rest of the party to let them in and fully form the adventuring group. Even the most egomaniac individuals will find groups to be a part of if they prove that they can pull their own weight.
Just some thoughts to put out there. Maybe Dhaliadraws will see some of these suggestions and like them! Maybe not! I just liked thinking how an "annoying" character could work in a group.

Unfortunately, not really.
