I think James Jacobs' preference is that you find them on another planet or plane :p
I think I would prefer them to be somewhere in Casmaron(or even Sarusan) since they are from greek mythology. Sarusan would actually make most sense in that their real life mythological context is "the people living in far away location"

They're not found on Golarion at all except in one or two here and there. If your Golarion group has an astomoi in the party, it could well be that astomoi is the ONLY one in that nation or maybe even the continent. They're not intended to be a native-to-Golarion group, but instead natives to a distant currently unknown to Golarion world.
This doesn't mean that you can't play an astomoi in your group, of course. Your GM gets to make that call. And if your GM wants more astomoi to have a stronger presence on Golarion, then at this point your GM will need to generate that lore and content themselves.
We MIGHT find a place for them in the future, if we decide to bring them in as an ancestry for 2nd edition, but there's still so many other, more load-bearing to the storyline ancestries we should cover first that I wouldn't expect to see them soon. If ever.
EDIT: One of the major flaws in how we handled rulebooks in 1st edition was the choice to try to keep the rulebooks completely world-neutral. Had this not been the case, we would have not only figured a way out to get a role for the astomoi into the setting ... but also would have considered potentially even cutting them from the outline before assigning the assignment and replacing them with a different type of player-facing creature concept that would have fit the world lore better. In such a case, I would have certainly pushed for that to have been the annadi.

Very helpful as always! So with them being non-native to Golarion, would the most likely place to encounter an Astomoi be somewhere with frequent contact with other planets?

At this point, no. At this point, there's NO place we've talked about in the setting where they are frequent. Which means that if you as the GM want them to be more frequent, you can pretty much do so anywhere without much fear of us "overwriting" your decision anytime soon. If ever.
