This is for making it a minor artifact through the alternate capstone “With this Sword”, which adds 100,000 gp worth of abilities to the item.
Spell level x caster level x 1,800 gp for unlimited casting of the spell, assuming it isn’t made continuous, which is spell level x caster level x 2,000 gp.
Adding Spells: Assign a price for any spells the item allows its owner to use. Table 4–14: Spell Prices includes the typical prices of one daily use of spells at different caster levels. Because the price of spells varies based on the item’s caster level, it’s usually best to price other abilities first, then estimate the finished caster level, then price the spell at that caster level. If a spell doesn’t improve significantly at higher caster levels, price it using the item’s minimum caster level. If the spell becomes more powerful with level increases (as does fireball), use the caster level of the level at which it’s unlocked to determine its price. Cap a spell’s caster level at the highest level that makes a significant difference, such as 10th level for fireball. Generally, if only the spell’s duration changes with caster level, spells with a duration of 1 minute per level or 1 round per level should use the full caster level, but those with longer durations (10 minutes per level or more) should use the minimum caster level.
Remember to readjust the price at each further power unlock level, since the caster level of the item will match the owner’s level. On a worn item, waive the standard 50% price increase on the additional spells.
So despite having a caster level of 20, a spell like Fireball would only use caster level 10 for pricing. Furthermore, it wouldn’t gain the 50% increase to price for being on a slotted item.
So with all that said, what should I put on the Crystal Tiara? I’m specifically looking for ice/snow/cold themed spells, to go with the theme, though I am willing to consider other spells, even other elemental spells that have an ice/snow/cold variant from a magic item, class ability, or the likes, like how the Scabbard of the Efreet has a fire version of Ice Storm, or how Burning Hands and Scorching Ray through the Elemental Bloodline have a cold/acid/electricity variant when you gain them as bonus spells.

He isn’t really like either. He’s based off of the Ice King from Adventure Time. He’s mentally insane (from roleplay, not any actual mechanics, though I’m sure I could find something in the insanity rules to fit), but is much more comically insane than whatever you would classify Baba Yaga. (Seriously, who intentionally turns down the extra power of being a deity (her lore (I think in her stat block) says she could be a deity by now, but chooses not to be)?) He has a tragic backstory that he actually used to be a respectable alchemist before gaining the crown, which drove him loony with its power, and caused him to abandon all forms of science for ice magic. He does things that seem evil, but only because of his warped sense of view, like kidnapping attractive females because he mistakes them for his pre crazy era romantic partner, or occasionally capturing friendly NPCs to make them “hang out” because he thinks they’re his bros. The other PCs keep him in line, and consider him somewhat reformed with the work they’ve done with him.

Some more spells I’m considering:
Frost Mammoth, Cone of Cold, Cold Ice Strike, Umbral Strike, Freezing Sphere. Not taking all of them of course, but still, considering them. They’d have to be once per day (1/5 price) though considering their levels.
